Richlands held a public hearing on setting rules regarding how many times a council member may speak at a meeting. While several members of the public were in council chambers, no one spoke.
Mayor Rod Cury waited several minutes before declaring the public hearing closed.
Later, during the regular September council meeting, council approved a rule change on a 4-2 vote. Laura Mollo and Gary Jackson voted “no.”
